Adobe photoDeluxe business edition 1.0 will convert a jpeg to PDF.  I
tried it just now - a 113K jpeg converted to PDF took up 2.1MB - almost 20
times as much storage space.  If it's going on a web page, jpegs and gifs
are usually preferred and most scanners can scan in jpeg.

Don't know if there's a Linux version of photo deluxe or not.  (Photoshop
5.5 makes PDFs, but Photodeluxe home edition won't.)
