Well, I just did a Debian Slink install earlier in the week using 
the 2.1.12 boot floppy set and while I didn't look at it closely,
I think it uses something in the neighborhood of ~15-20 MB.  Then,
I suppose if you were *real* careful with dselect you could get
the network tools installed in 32 Meg.  Such a tiny install seems
to require careful planning for the current major distributions.
Perhaps one of the tiny distros (links from the Distributions
page of Linux Weekly News (http://lwn.net)) would suit your need
better.
