It should work okay.  I'm on a full time connection, and I use it to pull
the mail off my ISP.  The proxy is the only thing I'm not sure about, it
would depend on if the ports used for mail transfer are blocked by your
firewall or not.  If you can read mail off your ISP through the proxy, then
fetchmail will work fine.
