Well, there aren't very many 486 motherboards that have PCI slots,
although you may have the exception. Also, I am 90% sure that the
modem you specify is a software modem that has only Windows drivers
available for it. Therefore, it will not work with Linux. Assuming
that is the case, I would not want to try running a Windows modem on a
486-33 even if I was running Windows. That's only barely enough power
to run Win95/98 at all efficiently, let along trying to keep a modem
connected. I believe that 486-33 is the minimum recomended system for
U.S. Robotics WinModems for what ever that's worth.
