procmail has to sit on the account where mail is being received.
if pine is pulling mail with pop3, procmail will have to be on the pop3
account in order for it to work.

you could use procmail locally if you use something like fetchpop or
fetchmail with procmail as the local delivery agent, then use pine to
view [and not pull from pop].

or, if you have shell access to the pop3 account, you can certainly put
procmail there; just realize if you filter mail to different folders, you
might have to tweak pine to tell it where to look.  this solution would be
good for simply dropping certain messages to /dev/null, though.
