Yep, it's the GNU C compiler.  RMS's flagship piece that started the Free
Software Foundation and got the whole GNU thing rolling.  There are other
ones, egcs is one.

re: what RedHat chose to include on their distribution...

I can't help you with that.  I presume they had a reason for not including a
newer version, if it was available.  With something as crucial to having a
running system and a buildable kernel, I'd think they'd want to take the
utmost care in selecting a stable version of the C compiler.
