check that the modem is dialing.
if it is then check with redhat,
from time to time there have been errors/fixes for netcfg
one of the older redhat's had the problem, caldera also.

currently i'm useing netcfg 2.18 on a PHT dist.

anyway check for dial tone and dialing.
work from there.
