An old 486 with Linux will be sufficient for an X terminal; an old
8088/8086 will be sufficient for character terminals provided you can
find an old 8-bit Ethernet card and the associated DOS-based packet
drivers for it.
I don't think that it's easy to find the used NCD or HP X terms.
