Here are some relevant files on my Debian system:

/usr/lib/libtcl8.0.a
/usr/lib/libtcl8.0.so
/usr/lib/libtcl8.0.so.1
/usr/lib/libtk8.0.a
/usr/include/tcl.h
/usr/include/tk.h
