If you're stuck in WindowsWorld you can't do better than cygwin.
(http://sources.redhat.com/cygwin/). It's a large download, but the
install is a snap. I run it on NT at work, but it should run on Win9*.
It's got sed and awk native, and the latest python as a contrib (as well
as the latest postgres, which will need a small util to run I believe).
It's even got a version of rxvt, as well as gcc, tex, curses, etc...

But then the "Mastering Reg Ex" author (Friedl?) says Perl is a one-stop
shopping miracle for all things text, and that sed and awk are has-beens. 
(Python is right there too.)  There's also activestate.com for a good
Windows version of Perl or Python.
