It sounds to me like a netscape resource configuration -- common
places to look at ~/.Xdefaults and
/usr/X11R6/lib/X11/app-defaults.  Netscape typically comes with an
application defaults file (Netscape.ad) that you can scan through
for various settings.

I couldn't get the scrollbar to change width, but maybe you can :)
