Interesting; questions:
Humm, how would you make sure this is somewhat balanced, or, if it is
not balanced, how would you balance it?

Eh, how would it get to size 1? Sounds to me tyou could only do it in
the beginning, and then it would not add something that could not be
done just as well by scouting a few turns and choosing the right spot.
