This smallpox seems to be a problem that  =20

rules are not possible/advantageous. =20

I would like to know, what kind of  =20
game balancing ideas have a real  =20
chance to be accepted. =20

1. server options level (map generator) (y/n) =20
2. ruleset (y/n) =20
3. source code (y/n) =20

(can i find games on pubserver  =20
with non-standard ruleset? or where else?) =20

I think good game balance means (and Freeciv =20
is really good in it :), that =20
the strategy depends on server settings =20
and on other players. =20
Many strategies from one-city to smallpox =20
should result victory in certain =20
circumstances. =20
