[Freeciv] New gtk2 win32 client and server

I have uploaded a new version of the gtk2 win32 client (and server) to
ftp.freeciv.org; it lies in incoming and is called
Freeciv-CVS2003-11-28.exe - it only works for Windows 2000 and XP, but
if you have that, have a go at it!

It is a windows installer build and should work out of the box. If you
have any problems, let me know.

I will attempt to build new versions of 1.14.1 and SDL CVS client later.
