You don't have to /quit and start again.  The /end command works just fine.

Hmm, this is a bug in the error messages.  There are three states: 
pregame, running, and endgame.

/start moves you from pregame to running.

/end moves you from running to endgame.

You move from endgame to pregame when everyone disconnects.  It was 
suggested that there should be a server command for this as well.

In the meantime I'd suggest that the error message for 'start' be 
changed based on the server state.
