Hhm, how did you manage to put it in your .freecell directory? Anyway, you
can add the path to the savegame filename, as in 

civserver -f ~/.freecell/Australian.sav.gz

To avoid those problems, just create a directory only for freeciv games, and
start civserver always from there.
