I see no problem here, as long as you keep the name of the original author/
translator intact. If there is no author mentioned or known, it may be a
good idea to include a "copyright (c) (year) The Freeciv Team" notice.

Removing an author's name can be an infringement of copyright, no matter
whether GPL'd or not.
