[Freeciv] accessibility for the blind

I wish to thank you for providing a game that is both fun to play, and playable 
by people like me, the blind community.
I just got defeated by the AI on the mediem level.
Just a question?  Everything works fine for me accept changing things to do 
with citizens.
Could you please try to make some kind of list box for choices like what new 
citizens will become and so on?
