[Freeciv] Bug in 1.13.0 Windows Version?

There seems to be a bug in the latest Windows version of Freeciv (I don't 
know if it pertains to other versions as well, it may)

I can't figure out how to change rulesets! and also there are no tech trees 
in help.

Any fixes?
