Using the gtk-version it certainly is very possible...
When I'm playing freeciv it looks something like this:
http://www.acc.umu.se/~deepone/freeciv/macroisotrident_shields.jpg
and with other gtk-themes you should be able to customize the way it
looks quite a lot... (You can specify the theme in ~/.freecivrc)
