Sorry to take so long in coming up with an answer with this.

For some reason that I do not know, freeciv puts stuff into my swap file and
never takes it out, ever.  It seems to happen when I open up a city popup.
More and more keeps collecting in the swap file until I run out of swap file
then the civclient dies and about half my swap file is returned.  The rest
will not come back until I log out.
