You are probably missing the fog of war, which is a
civserver option. It prevents you from seeing a unit,
which is not near of any units of yours. If you try
hard enough, and go searching the whole map with your
cruisers, you will eventually find a single explorer
or legion strolling around the south pole ;)

At least this happened to me some times :-(

Or go cheating: set fogofwar 0 in the civserver,
and you will see it.
