You don't need to download Cygwin separately (unless you want to
rebuild Freeciv or use Cygwin for something else).

The self extracting installation (FCIV1100.EXE) includes everything
necessary to play except an X Server.

Try just downloading FCIV1100.EXE and running it to install Freeciv
1.10.0 for Windows.
