What do you think about making barbarians really strong and important ?
They won't be random disasters any more, but something that make huge
destruction, such as they did to Roman Empire.

Implementation :
- automatically give them settlers from time to time
- set happiness level for the whole empire :
  happiness = (happy_pop - 2*unhappy_pop - cities) / pop * gov_modifier
- make units w/o upkeep automaticaly convert to barbarians
- disallow disbanding, you may still free unit, but it will convert to
  barbarian
- make chance for units to change to barbarians depending on :
  ( distance_to_your_capital + distance_to_your_nearest_city ) / happiness
- make change for cities to change to barbarians depending on :
  distance_to_your_capital / happiness
- make BIG chance that city that it revolting because of diplomat doesn't 
convert
  to your but to barbarian one
- make BIG chance that city in disorder convert to barbarian
- make BIG chance that unit damaged after battle convert to barbarians
- give barbarian special government
- give barbarians techs depending on world's techs

Proposed Barbarian Government: Warfare Democracy
trade = 0 (science is external, lux is none, tax is none)
no buildings upkeep
food as in monarchy
prod_bonus +1 for every tile that already produces any shield
10 upkeep_free units
settlers 1 food
no unhappyness

On the other hand, make chance that barbarian city/unit convert to your
if happiness in your empire is large.

What do you all think ?
