This looks as if you don't have a XServer installed. You need an XServer to use 
freeciv181.exe. 

The FAQ describes how to run freeciv on Windows without a XServer.
You need to download gtk-dlls.tgz and freeciv-bin.tgz from my freeciv site 
(http://home.t-online.de/home/akemnade/civhome.html).
