[Freeciv] New Freeciv Maintainer!

Dear Freeciv people,

This is to announce that I am resigning my role as Freeciv 
maintainer.  I've had great fun spending time on Freeciv, but 
various external factors mean I now won't have much time 
available, at least for the next few months.

Fortunately, a very capable, active, and enthusiastic developer 
has agreed to take over, and I am pleased to announce that 
Jeff Mallatt <jjm@xxxxxxxxxxxx> will be the new Freeciv 
maintainer.  Thanks and good luck Jeff! :-)

Also, Tony Stuckey will stay on in an assistant maintainer
role -- thanks Tony.

I will stay around a bit longer to help see the 1.9.0 release 
out the door, and after that I will still be around, just not
with so much time to spend on Freeciv.  But probably enough time
to lurk on the freeciv lists and occasionally heckle the 
participants :-)
