Sorry to have taken so long to get back to you - your email got pushed to
the back of my queue for a few days, and then I forgot about it...
Last time I heard from him, Steve Reiz was no longer doing anything with
openciv:

So, short of me becoming the maintainer, I guess it's fairly much defunct.
Steve actually offered for me to do that, and I considered it for a while,
but my enthusiasm had dropped off somewhat - while I think python is a neat
language, I was contemplating re-writing at least the client in C, for
speed reasons. Then I found freeciv, so there didn't seem much point :)
