The machine itself has been back for a while, but it has changed
its IP number, and the DNS for "www.freeciv.org" hasn't been
updated yet. (Hopefully it will be soon.)
As a short term work-around, it seems that the old hostname
of freeciv.ultraviolet.org is working again these days.
Eg,
http://freeciv.ultraviolet.org/
CVSROOT=:pserver:freecvs@xxxxxxxxxxxxxxxxxxxxxxx:/home/freeciv/CVS
