I've found the helicopters to be extremely useful.  They can take over
cities themselves, move fast, have a long range, and avoid the problems with
sea transport (ships can be sunk, ships have to be built, etc).  The down
side is that helicoptors are not as powerful as cruise missiles or armor
units, but still, quite useful anyway.
