[FreeCiv-Java] Some Questions

Hello everybody,

I'm still doing some work on the game model. But now I have so questions
about food production:

IS IT RIGHT THAT:

every field on the map has a basic production to which we add:

1) a government bonus (constant)
2) an irrigation bonus (constant)
