Idea
----
The idea of the shipyard appeared initially in the ticket 13642. In a few
words, shipyard performs the same functions as the port facility does, but
the former should appear much earlier. There is an icon for the shipyard
in the attachment (created by Eleazar).

The simplest solution is to attach the shipyard to some existent
technology. It seems that Navigation is quite logical place since it
allows Caravels.

Parameters of the shipyard
--------------------------
Cost: 60
Upkeep: 1

If everything is ok, I can create an appropriate patch assuming that the
art developers will add an icon for the sipyard into the building.png
file.
