IMHO, current getting city/settler from hut is wrong.
One gets city on any tile, where his unit can exist.
Once I have got city on square with maximum of 2 food from all tiles
(one of them was city center, on mountain, of course.)

One of suggestions is to have a list of terrains, on which we
could get a city, in terrain.ruleset. (Well, there could be a flag for
terrain)

Second is to have an option (server or ruleset) which determines
do we always get a settler rather than a city from hut.
(Inductively, it may determine several states: getting city always as
possible, getting city on f.e. CITY_GOOD terrains only, always getting
a settler.)
