First, my idea was that AI attacks Caravans randomly. It is 
understandable that if you know that a Caravan will not be ever 
attacked, then you can exploit this fact. Secondly, this rule can 
contain a simple check whether there is only a Caravan or somebody else.
Finally, it makes sense in the current economical model in which trade 
routers work even if you are in the state of war. If the developers 
decide that trade routes do not bring benefit in this case, then AI 
attacks on caravans will look quite reasonable.
