Excellent analysis. I had never realized the danger pathfinding wasn't
dijkstra, but of course you are right.
On a related note, can we remove dangerous tiles? Already glacier is no
longer dangerous (it can be made impassable/non-native to make it more
realistic). For triremes we should create 2 ocean types and make one of
them non-native/impassable. The problem then is air units.
