gorgeous,

in older version (in case michelangelos chapel was built(or another wonder that 
was considered as city improvement)) you couldn't build cathedral (or ie. 
police station in case of women's suffrage) in your cities so i thought it was 
a small bug..

This is not considered to be a bug.  Michelangelos chapel can be
lost...if such a loss is imminent you could sometimes want to build a
cathedral in another city.
