Opening this ticket again.

This patch reverts some of the ?female: qualifiers in nations that lacks
female leaders AND has very obscure/untranslatable leader titles - saves
some unneccesary translator work.

It also adds a few ?female: where missing plus other minor tweaks/fixes.
