The problem has been found. The problem is the libcairo-2.dll file. The file 
present in the Freeciv distribution is the version 1.0.4 (file cairo-1.0.4.zip 
on the ftp site from GTK). I did replace it with the version 1.0.2 (file 
cairo-1.0.2.zip on the ftp site from GTK) and now I get the startup menu 
without any problem.
