This is barbarian bug 2 of 3 that I spotted with the latest SVN version.

When you take over barbarians, they are in "AI mode" and you cannot
aitoggle them. The only way you can control the barbarians by humans
is to change the ai variable from 1 to 0 in a manual edit of the
savefile. This is a minor inconvenience but could prevent people from
playing barbarians ever, even when you are allowtake b.
