Does it work if you:

*remove the GTK+ .dlls that reside in the Freeciv directory and add the
path to your installed GTK+ 2.6.8-1 libraries to the PATH environment
variable

OR

*replace the GTK+ dlls in the Freeciv directory with the 2.6.8-1 ones?
