I believe it can be done this way:

1. go to "Configuration->Queues->art->Watchers"
2. "Find people whose | Email | is | freeciv-dev@xxxxxxxxxxx"
3. select "AdminCc" from the drop down menu
4. save changes

When I clicked on the "Save Changes" button, RT said "Permission
Denied", but you should be able to do it. The "ai" and "client-ftwl"
queues are also affected.
