INSTALL still says the same thing in S2_1, while ./configure now gives:

checking for GTK+ - version >= 2.4.0... yes (version 2.6.8)

Patch attached. I didn't really know which subversion of 2.4 is best for
Freeciv, so I picked the latest found on ftp.gtk.org.
