[Freeciv-Dev] (PR#15327) Tech graphics

I have begun compiling a new set of tech icons. It's using the same
dimensions and spec file as Rafael's 'Deluxe' version, but nothing of
his graphics.

I put a "release 1" archive at ftp/incoming. Included are the SVG
sources used for some of the icons. For bitmap sources, only links to
the original is provided.
