[Freeciv-Dev] (PR#15168) problems with /first and ctrl access

Connection *** has opted to become the game organizer.

1.  In pregame one player can have ctrl access but the others keep 
getting prompted to vote.  Instead voting should be disabled completely 
in pregame.

2.  You can do /first after the game starts, thus negating all purpose 
of dropping ctrl access when the game starts.
