The client crash

1: 0x90f4218 Workers at (39,59) Zac-Kuk
civclient: packhand.c:2017: handle_tile_info: Assertion 
`unit_list_size(ptile->units) == 0' failed.

happens after civil war; it happened to 2 people in the same turn.  This 
means fog of war is not properly updated during civil war.  Most likely 
the sight points for cities are not reassigned.
