[Freeciv-Dev] (PR#14893) Flag credits up to date

I have added a significant number of nations over the last couple of 
months. Here's a updated version of data/flags/credits that reflect 
this.

Also, flag credits should point to OCAL instead of SodiPodi now I 
think. Should Freeciv credit all OCAL authors? Found this list of 
authors; does it suffice?

Next step is credits to ruleset authors. Where does this go?
