[Freeciv-Dev] (PR#14796) Data: Soviet nation

This Soviet ruleset has been posted in other (now closed) tickets but 
deserve a ticket of it's own. Credits should go to Egor Vyscrebentsov 
<evyscr@xxxxxxxxx>.

It belongs to the same group of "political" or "civil war" - now 
defunct - nations as for example the Confederate (CSA) nation. They 
would be nice to have as 'true' civil war nations, but should probably 
not be selectable from the beginning in the standard ruleset.
