I think the omission of a 'of' was Christian's point. Sloppy of him not
to capitalize "Saxony" though. ;-)
Here's my version:
"Westphalia was the western region of the Duchy of Saxony before
becoming a province of Prussia after 1813. Today it makes up the
northern part of Germany's largest federal state,
Nordrhein-Westphalen."

The policy document states that a leader in Freeciv should have had an
actual political career and a go at ruling the nation, so to speak.
However it also states that we make exceptions to this rule in order to
get females on the list.

Geo tags are not mandatory and borrowing from German would only account
for less than half of the Westphalian cities. I'll commit the nation
with or without them.
