[Freeciv-Dev] (PR#14535) Data: Updates to nations

These are changes I'd like to make to several nations:

- Expand conflicting nations.
- Add several leader titles.
- Native spellings of cities.

Removed unfitting Sami leader and civilwar nation, plus large revisions 
of city list. Suggestions by xpanthom at 
http://forum.freeciv.org/viewtopic.php?t=1156

Also put back some cities I removed in previous patches and added a 
conflict with that nation instead.
