[Freeciv-Dev] (PR#14434) Art: Carthaginian flag

I'm trying to figure out a nice unique flag for the Carthaginians. 
Using Tunisian flag is IMHO not a good permanent solution. Especially 
since we have a Tunisian nation now..

Here's three suggestions I've come up with:

- Old Libyan flag: Only geographical relation.

- Flag of Costa Rican "Provincia de Cartago": Only linguistic relation, 
but incidentally using the same color scheme as our Phoenician flag.

- Fictional flag with elephant theme by Philippe Bondurand 
(http://www.geocities.com/CapitolHill/9054/carthage.html). I haven't 
been able to reach him yet to ask for his permission, so we can't use 
this yet.
