Sure, it's both:

1 : a member of one of the peoples inhabiting Britain prior to the  
Anglo-Saxon invasions
2 : a native or subject of Great Britain

"British" is an adjective and I think we should use the nominal form  
"Briton" for plural, as is the case with Swedish/Swedes, Danish/Danes,  
Polish/Poles etc.
